Archive The House Government Reform Committee will hold a hearing to review the U.S. Department of Justice’s and the Department of Health and Human Services’ implementation of the Vaccine Injury Compensation Program (VICP) on Thursday, November 1, 2001. Congress created the National Vaccine Injury Compensation Program in 1986 to establish a federally sponsored, no-fault system of compensating individuals who suffered adverse reactions to vaccines. The
program was intended to be less adversarial than the tort system
and was intended by Congress to fairly compensate those individuals
who are injured or die as a consequence of vaccines. However,
the Program has received criticism in recent years as many families
have seen their cases tied up for years in a system that they

corporation to provide coverage for Applied Behavioral Analysis
for the treatment of autism. The parents of three autistic Massachusetts children have filed a class action lawsuit against the nation's major vaccine manufacturers, putting the state at the forefront of a dispute over whether a widely used preservative in vaccines causes neurological disease.
